Cant get past 3rd Gear

Hi guys, I am new here, so be gentle

I have an '89 Tuareg Rally with an old style Rotax 123 engine. The engine runs sweet and I can ride it in 1st, 2nd and 3rd gear but it wont select 4th. It just feels like theres no where to go, solid like. However, when the engine is off, I can select up into 4th. I have a decent technical ability so am willing to have a go.

Not 100% definate but maybe gear selectors are bent.
